Hi Jim,
I agree with Martin's comment about wordpress, there are lots of plugins
(to add functionality) and color themes for wordpress available for
free, its easy to use and if you need something more complex there are
lots of developers / designers with experience of it.
You might also consider these as well (Ive heard good things about them
but not used them for a project myself):
Squarespace (http://www.squarespace.com/)
Dev hub (http://www.devhub.com/)
They work on the same principle as the site that Martin mentioned but
they use some an alternative to wordpress.
