At this time of the academic year I cannot justify too much time on this list (my own fault for interjecting in the first place).
My feeling is that you may be conflating design and production. You mention design for 'human need' in the context of transport and 'a collection of suits' as if they are comparable. What makes them very different, yet comparably complex, is that the clothing collection is also 'design for human desire/ aspiration/ emotion'. That involves imagination and intuition, as Dr Amy Twigger Holroyd has explained. Whereas the design of the transport system (again, I am not an expert) surely has a set of clearly defined objectives/ needs? (As far as I am aware, we do not yet have machines that demonstrate imagination and intuition but I am sure Terry will tell me otherwise)
Your argument seems to me to be equivalent to the suggestion that the design of Velázquez's masterpiece, 'Las Meninas' is of lesser complexity because it consists only of oil paint and canvas. It is the complexity of the design (thinking) process that I am referring to, not the subsequent production/ distribution paraphernalia.

By “complex,” I mean that a transport system meets the definition of the adjective complex as defined by the Oxford English Dictionary: "Consisting of or comprehending various parts united or connected together; formed by combination of different elements; composite, compound. Said of things, ideas, etc. (Opposed to simple, both here and in sense 2.) a. Consisting of parts or elements not simply co-ordinated, but some of them involved in various degrees of subordination; complicated, involved, intricate; not easily analysed or disentangled.” A transport system is “a complex” in the sense of the noun, "A whole comprehending in its compass a number of parts, esp. (in later use) of interconnected parts or involved particulars; a complex or complicated whole.”
It is the case that a menswear collection is also complex in these senses, but far less so given the fewer parts involved. If you visit the Paul Smith web site, you’ll find seven major menswear collections. These range from 17 products in the “Suit to Travel In" collection to 168 products in the Paul Smith London collection. All told, the 7 collections offer several hundred products.
