In addition to Paul's advice...
Yahoo Groups is a free on-line community development service that offers
much of what you will need. http://groups.yahoo.com/
I believe you can control what content non-members of the group can see
and of course there is the built in advantage of the promotion that
being a listed Yahoo Group could provide.
Alternatively, a blogging tool such as Typepad might be the answer.
In any event, with no budget, my advice is to plan to publish what the
free services will allow you to publish, rather than try to find a
solution based on what you wish to publish. As Paul suggests, there will
likely be a web wizard in your group who could drive this along.
