Although its not specific to the UK, you might want to review my
report, "Evaluating Public Transit Benefits and Costs"

'Comparing Transit and Automobile Costs". It points out frequent
errors made in such comparisons, such as failing to account for
automobile parking facility costs, and differences in accident costs.
