Staff in Oxfordshire were told today that not only would staff providing
services be privatised but so would the whole management function. There
seems every chance that the new Oxfordshire PCT will be run by Group 4 or
another private contractor.
We are to be the national pilot for privatising the commissioning /
performance management side of the PCT as well as provider part.
You may like to check out the board papers at the Thames Valley Strategic
Health Authority www.tvha.nhs.uk or be even more radical and sign up to the
www.keepournhspublic.com campaign and help set up a campaign.
Its about time public health lost its complacency and got political!

Dear Colleague,
Autumn greetings to you all from Suffolk County in the East of England.
In these changing and challenging times with the impending reorganisation of
NHS bodies (both PCTs & SHAs) there has been an understandable concern
among colleagues especially some of us in Public Health as PH has always
been seen as a soft target to identify savings in any reorganisation.
Organisations have to identify £250 million management cost savings across
the country.
There is very good news for the speciality of PH in this regard. The
Department of Health has sent a letter to the SHA Directors of finance on
streamlining the savings which specifically exclude PH practitioners from
the management cost savings. It ring fences posts related to "Choosing
Health", the flag ship government initiative to improve the health of the
nation. Here is the relevant text from the DH letter.
"While the HR framework will be subject to consultation, the "Top Team"
agreed that it is important to highlight expectations early to ensure that
the NHS maintains capacity to deliver. For this reason, SHAs and PCTs should
not identify for savings, those posts working on "Choosing Health". This
would exclude from the target all consultant and specialist public health
posts and posts working on frontline services, for example health
protection, smoking cessation services and other health improvement services
outlined in "Choosing Health".
Personally I consider this as the government's commitment and determination
to implement "Choosing Health" and the confidence it has in its Public
Health workforce. It is for us now as a group of professional to rise up to
the challenge and meet the expectations of the government and the public. PH
is here to stay in the new brave world of aggressive commissioning and
plurality of service provision.
