Diocletian's imperial administrative divisions (hence "diocese" for a
bishop's territory), with the imperial government centers serving as the
episcopal sees?
sounds reasonable, to me; and maybe a bit familiar.
though i know not from Dioclectian's sub-divying up of Gaul.
under this theory, then, a fourth century "bishop" of Reims would properly be
an "archbishop" ?
but a pre-Diocletian one would not ?
the question gets begged back to : was Sens a more important administrative
center than Paris, in the late 3rd century ?
