No. Whether a dummy argument is polymorphic is a characteristic of the
procedure, and all characteristics of an actual procedure argument must be
the same as the dummy procedure.

The caller needs to know so that it can pass the type information along
for polymorphic dummies, and not for non-polymorphic dummies.
