There is no reason why you shouldn't use the Users' guides to go through the
review process.
There is a very good chapter on evidence-based peer review in the Peer
Review book edited by Fiona Godlee. It provides some very good guidance to
prevent your personal biases to affect the review of the science of
submitted papers to your journal.

Greetings from Al-Ain the oasis city of the Middle east. I am writing to the
list for some advice and guidance regarding peer review. Recently I have
been appointed to the editorial board of the Emirates Medical Journal
(purely honorary with no perks!). As a part of my new assignment I have to
review papers submitted to the journal and I realise that I need some
training to do a good job. By turning down a paper due to my ignorance I may
be playing with some one's career prospects. The papers submitted to EMJ are
varied and are mostly research studies from this part of the world.
I will be grateful if some of you could help me with the following:
1) Is there a starter pack for peer reviewers which might contain a generic
work sheet to peer review a paper? (like check what is the most recent
reference-has the author omitted an important reference)
2) Is any one aware of books/articles/websites that will help/guide me to
review papers? (I am not looking for critical appraisal worksheets but a
generic sheet to review a medical paper)
3) Are there any short courses that will equip people with the skills to
review a paper for publication? (I have already been on the Oxford Teaching
EBM course both as a participant and as a trainee tutor)
4) What is the experience of senior peers? Do people learn on job in the
business of peer review or undergo some formal/informal training?
Thanks for your time and I hope when I review a paper next time I can do it
better as I would have had input from my peers.
