The question is confusing. The Vulgate and Jerome's translation are
neither synonymous nor mutually exclusive. Much of the Vulgate used
Jerome's translation, but parts of the Old Latin were retained. It
appears from quotations I have seen in Old English texts (I would have
to sift through notes to find them) that the Bible available was not
always the Vulgate. Since manuscripts lasted centuries, at times--it
appears--an Old Latin text (and there were more than one) was quoted
years after the Vulgate was in circulation. Might it also be the case
that Jerome's translation in its pure form was sometimes quoted? I
haven't seen any cases of this. Can your question really be answered?
