PROPOSITION:
The canonical representation of Dublin Core elements should be free of
substructure in order to as simply as possible capture useful elements
for discovery; Complexity is the enemy of deployment ("Komplexita"t ist
der Feind des Einsatzes"... ja ja, Ich habe das gesprach... just ask Tom ;)
Nonetheless, more sophisticated Dublin Core applications (by publishers,
libraries, and others) will require means for specifying sub-element
structure as well as extensions. Such substructure needs to be developed
and specified formally and registered.
Possible qualifiers:
SCHEME
TYPE
ROLE
Enumerated values of some elements
FLAGS
Guidelines for these qualifiers should be developed as a seperate work from
a simple user guide for 'Dublin Core for Dummies' and examples developed to
support advanced usage.
