Dear Susan,
Thank you very much for the interest you've taken in this problem.

The document is copied (15th C) on the flyleaf of Ms Paris, BN heb.
242, and refers to the installation of a Jewish court "in the land of
the bishop of Liege" (baAretz Hegemon meLutkhe). From what we know of
the settlement history of the Jews in the southern Low Countries, it
must date from the second half of the 13th or first half of the 14th,
century. Three names of former sages who lived there are given. One
can be identified as a 13th century figure, and I guess this is also
the time when "haRav haGadol Yitzhaq Qiton" lived there. (Qiton with
Qoph, as in qatan.)
> Have you checked Grossman?
No, I haven't. But a friend from Israel has. (Anyway, I think
Grossman deals with the 10th through 12th century only?)
Any further ideas?
Cheers, Christoph
