this is an interesting discussion and it gives me the impression that something might be missing:
The question raises, are there banal/routine and wicked/baffling problems as a given, or is the problem setting up to us?
I have discussed that in many instances, that the problem framing is a design issue. If this is the case, it is a matter of system thinking, especially within the environmental design/disaster arena it is easy to recognize.
Problems are not given by nature, problems are designed and therefore it's a matter of design, whether we find banal/routine problems or wicked/baffling issues.
