I've occasionally encountered that sense of "dotty" in anglophile contexts here, but never in relation to sunlight. The Washington Color School includes dot paintings by Tom Downing and I know one of his assistants who painted some of those dots, but I've never observed "dotty" being used in that regard.
Can't recall ever witnessing the word "bleb" previously.

Not sure how US slang works these days but here dotty can mean
eccentric or, as the French might say, fou. Usually applied to female
ancients such as myself. And of course it just refers to dots as well.
Bleb, I was thinking both of blister generally but also of small
bubbles of minerals within other minerals, hence ground.
