Hi Deb,
what you're looking for is Anthracite, it's the 'best quality' of coal, it's hard, very black, has little dust and the hardest lumps won't leave much of a mark on your fingers!
It's about £20 for 50kg.
If you don't need that much I would suggest talking nicely to your nearest Steam Railway.

I want to use some pieces of coal in a handling box but don't know how
to track down coal that is shiny and doesn't shed dust. I have used some
