One imagine that the changes in management and funding structures have
altered all this, but the inflexibility of 'pigeon holes' was very silly
'back then'. Even though hospitals were (as always) complaining about the
lack of funds for clinically-relevant purposes (nurses, doctors, equipment
etc.), there was often a flurry of unnecessary work undertaken in the month
or two before April (e.g. unnecessary resurfacing of car parks, unnecessary
decoration etc.) - because there was money in the pigeon holes for such
work that would be 'lost' (or, at best, might result in a reduction of the
following year's budget if not completely spent) if it wasn't spent before
April. It appeared that no-one had the ability/authority to shift such
'spare' funds into genuinely needy purposes.
