Which is reasonably clear.
See also Figure 5 in the document which demonstrates large numbers of ZHC people being part-time and many being in full-time education.
The ZHC phenomenon clearly includes people who want to work less than full-time hours (for different reasons).
The sensible question the stats don't answer is whether the flexibility is agreed between worker and employer or directed. ZHCs would include supply teachers and bank nurses, so this isn't a totally silly question.
