Note:- Until I recently retired I did some of the management of the E-Mail system at Stockport MBC.

Good content filtering and backup is resource heavy. What makes you think moving to a cloud supplier will reduce the effort required. It was our experience at Stockport that moving to cloud suppliers made little difference to the effort required. You are still responsible for managing your own SPAM. You may lose some facilities, if for example you need to recover e-mails of an inappropriate nature for HR reasons.

I can't see why you can't do that with an in-house Exchange server. At Stockport the same Exchange servers provided mail for "stockport.gov.uk" , "Solutionssk.co.uk", "Stokcporthomes.org" plus a few more I forget...

In my experience they are more likely to try and offload the SPAM management to the end user, so they suddenly find they have a SPAM folder they have to manage.
