Having read the executive summary and the key principles (but not the whole
document) I'm encouraged by the repeated mention of "partnership" in the former
but disappointed by the same word's invisibility in the latter (missed
opportunity to cement the word "partnership" into the strategy).
Also, interesting that the National Lottery is described as "John Major's
National Lottery"! Right-leaning report writers methinks....
