Hi Robert,
As I recall ‘Art and Design’ in that period 1960s and 70s was also an administrative category in higher education. It’s formalisation during that period was about institutions, government funding and diplomas and degree awards within those institutions. The bureaucratic writing around and about those institutions would have generated endless repetition the terms. Intellectually it was always deeply problematic as many of us who worked in these institutions discovered.
