All you need is a touch screen something like this

and an ordinary PC. Doesn't have to particularly powerful.
Or you could use an iPad or Android tablet depending on how big a screen you
want. Both options well under £600.
You might want someone to set up some way of presenting the movies. The
easiest and cheapest way would be to set up what is basically a small web
site stored on the PC or tablet.
