Coal you buy today is clean and dust free - use that instead so that children actually learn what it was really like. It won't kill them!

I would suggest that kineasthetic learning about steam engines requires some contact with coal!
As Nick suggests, you can shovel anything heavy for an experience of the physical labour (wooden bricks, bean bags) but they need to see and handle the coal to see how filthy it is in order to properly understand the context.
I would not recommend cutting up bits of lightweight material, or using decorative plastic coal lumps.
Fake props can lead to very confused learning, especially with young children.
