Which areas of design are you looking for this information for? The engineering design disciplines, system design, organisational design, education program design, instructional design, ecological system design, social system design, social welfare program design, development funding program design. . . ?
Over the last 3 decades, professional institutions have put in considerable effort with staff teaching university programs to redefine many realms of design education. Much of it is found in 'grey literature' available within those professional institutions and publicly seen only as the specific learning outcomes in specifications such as those of the UK-SPEC and tuning-AHELO (e.g. http://www.ied.org.uk/files/Learning%20Outcomes.pdf and http://www.engc.org.uk/ecukdocuments/internet/document%20library/UK-SPEC.pdf ).
In view of these changes in direction, of particular interest perhaps is the literature on learning outcomes in the areas of 'problem-based learning', the new forms of portfolio-based assessment (e.g. in those involved in designing strategies in the professions and semi-professions such as nursing, psychology and social support programs) , and collaborative 'team-based' learning programs in which ethically-justifiable assessment is often unusually difficult.

Wearing another hat, I publish books on portfolio-based assessment that focus on learning outcomes and the assessment of learning outcomes in professional practice (see, www.praxiseducation.com ). In these, the role of learning outcomes is discussed in relation to skill areas learning aims, learning strategies, threshold concepts, performance indicators, evidence and assessment criteria and presentation of evidence; for several professional fields.
