Colleagues, in relation to ethnicity, culture and health Scotland's policies
and approaches are, seemingly, leading in Europe. The publication of this
latest paper, together with a very positive commentary to accompany it, is
further indication of this.
A year or so ago I sent round to several colleagues a paper, published by
The European Journal of Public Health (still online publication only), led
by Vincent Laurent where we compared Belgium and Scotland using a football
scores system (Scotland 4, Belgium 1). That paper has led, directly, to a
draft health policy where Vincent has played a large part.
This week's BMJ is carrying the news that Scotland started recording ethnic
group on the death certificate as from the beginning of this year-one of the
very few countries in the world to do so.
This broader paper, published online today, describes the background to some
of these achievements. I hope Scotland can keep this up, and even more
importantly, that other European countries can not only catch up but also
beat us so we can learn from them. Of course, there are many innovations in
the USA that we need to aspire to, but our colleagues there might still envy
the integration of systems here.
In particular, I think our NHS leaders, managers and politicians can take a
great deal of pride in this achievement, alongside the many thousands of
healthcare professionals who have made this happen. Harry, I am sure you
will let appropriate people know. Nicola Sturgeon has been a great supporter
of this agenda, so I have sent this directly to her. Of course The National
Resource Centre for Ethnic Minority Health, and discussions and actions
prior to its development, especially by Hector and Rafik, were instrumental
in these achievements. While I have written the paper, this would not have
been possible without the superb work done across the country including NHS
Lothian, and I particularly thank, once again, those listed in the
acknowledgements.
In the meantime, please do let your colleagues know about this. (Narinder,
please circulate to ethnicity group; Allan/Charles I hope you will circulate
to migrant and ethnic health group.)

As the paper is not open access I cannot send round a PDF. However, if
anyone needs this I can send out one file to each individual for educational
purposes. Most of you will have institutional access to this Journal.
