At Canterbury Roman Museum we normally use tile grout from wilkinsons, first glueing bits of broken tile to a 5inch square MDF board in any pattern or picture then filling in with the grout. Self drying clay might work-although it dries quickly and the bits might fall out.
Hope that helps

Subject: making mosaics
Hello Everyone,
Does anyone know a good clay/plasticine/playdough type of material which
could act as a 'bed' for small pebbles to be pressed into to make a
mosaic? The idea is to make mosaics in the museum as one of the schools
activities - but with the minimum of mess!
All suggestions very welcome!
