At the IOP, we recently used a free app called SCVNGR to develop a science trail around London in partnership with the Museum of London (see http://www.physics.org/article-activity.asp?id=75).
You build your own trails and challenges for people to do on the SCVNGR website (www.scvngr.com), and then users need to download a free app to access them (it works on iPhone and android). I think commercial companies have to pay to set up challenges for their customers but the SCVNGR developers seem to be keen to allow educational organisations to use it for free so you could try contacting them.
I have found it very easy to use, and whilst there are some limitations for example in terms of the amount of information you can upload to your trails, it has the huge advantage of being free and so is well worth having a look at.
