I'd think images from an event would be fine under the ToS - it sounds
like it's designed to stop people using it to host their site furniture
images - something like 'right-background-corner.gif' isn't exactly a
social image.
There are lots of existing plugins to display Flickr images on a site -
some are javascript-based, others use server-side code so would depend
on your website platform.
(Additionally, Picasa has a horrible user interface - browsing and
viewing individual images is quite painful, but that's my personal
opinion.)
