You could try Bewdley Museum. They make them on site.

Subject: Clay pipes
Hello all,
Can anyone recommend a supplier of Victorian-style clay pipes (of the
smoking rather than plumbing variety)? I'm looking to buy simple pipes
suitable for a handling collection, and cheap enough to account for
inevitable breakages. I've had a look on the internet, but the suppliers
I've found seem to make quite decorative and therefore expensive pipes
for collectors.
Thanks in advance for your help,
Elee
