Hi Paul,
I'm sure you'll have done this, but this is a typical symptom of not
restarting Tomcat after deploying the IdP...
Also it's worth checking the Tomcat logs for other signs as it will
sometimes do this when the servlet hasn't started up properly (you'd
expect a 500 Internal Server Error, but I've had it give a 404 instead.)
