I just checked with one of Luton's Children's Officers and she says they are the parents Liability. There isn't as far as she knows even a definitive age for leaving children home alone although most people use 13 as a guideline.

unaccompanied children they are asking what to do when chilren are sent to
the museum by themselves.
If the children were to have an accident who is liable?
