A major point to come out of the OFSTED report on PSHE/Citizenship was that
learning was often too focussed on knowledge aquisition and that not enough
emphasis was been placed on skills aquisition here is a clip from a summary
of the report done for TENs (The Education Network):
"Pupils' achievement
Achievement in PSHE is broadly seen in terms of subject knowledge and
understanding; there is not enough assessment of the impact teaching has on
pupils' attitudes, values and personal development. Teaching by specialist
teachers was found to be more effective in developing pupil attitudes and
enabling them to discuss issues effectively. Where practice in this area
was good, teachers were able to cultivate the following skills in their
pupils:
· communication skills
· decision making skills
· enabling pupils to make moral judgements
· interpersonal skills
· assertiveness
. acting responsibly"
So offering workshops that 'hang' knowledge around skills building
activities is something that colleagues might like to consider - museums and
galleries been excellent places to do this type of work.
I'm currently developing and delivering PSHE/Citizenship workshops for a
number of venues that are trying to take on board this approach.

Dear all, with outside knowledge can I say that Ofsted are not impressed
with how the majority of schools teach citizenship / PHSE and are /
will be creating a new atmosphere and drive towards improving the
teaching. The basic report stated (left at home at the moment I can
tomorrow give you the source, very interesting reading it is) that
schools that add citizenship and PHSE to other subjects do nothing at
all. The report followed on from research that Ofsted had undertaken,
and the responses from the taught pupils were such as what citizenship?
Both PHSE and citizenship have difficult concepts to put across, but
with knowledge sharing museums and art galleries are excellent tools for
educating.
