Yes, but I don't know if the will left the funds directly to the
Cathedral (thus placing them under the Chapter's control) or instead
named a member of the family as executor in this regard.

Possibly, if the family wanted this to happen and others agreed, for
masses, etc. for small governing bodies and other elite groups. The
presence of all the iconography relating to the city's patron saint
suggests that this may have been an intended purpose here.
