Be assertive and inform her of your professional status (you are the
professional she is the office manager)- obtain your written documentation
on storage of records from the RCN and NMC include info on Data Protection.
Document a policy statement for the office on storage and access of
confidential information.
If she does not agree to compromise and let you have keys take it to a
higher level after all you are the one answerable if information is not kept
appropriately.

Subject: Access to medical records
Can anyone give me a little advice here, we have just moved into a new
office building and will shortly be carrying out medical
assessments/surveillance etc and will obviously generate personal medical
records. The problem I have is that the office manager is refusing to give
me the spare key to the filing cabinets allocated to me (she keeps a master
key as well) and before I start keeping records I wanted to know if anyone
knows where I stand with regards to this situation.
