I tend to agree it is for the individual to report the accident - however
there are always cases where they are unable to do this - in our company
this is then done by the manager.
However we or the manager would always obtain consent and inform the
individual in any situation - usually written but sometimes verbal
depending.

I was under the impression that the duty to inform under RIDDOR belonged to
the employer. Therefore OH would need to tell the employer about an
employee's medical condition - maybe that would need consent?
