I would also be intrigued by the views of anyone with particular
expertise. You can track down two important looking studies and a
review (of kinds), on the DfT website. These relate mostly to the
impact of cameras on 'accidents', not the siting of cameras:
** The results of a 1992 study in West London, looking before and after
introduction of cameras.

safety_023366.hcsp
** The basis for the 35% claim, drawn from 8 pilot areas compared with
the rest of the country and trend: (1.4MB)

** A review of several studies from a Parliamentary group defending
cameras:

You can get the police accident statistics reports from the data
archive (so-called STATS20 reports) but I doubt the geographic detail
would be sufficient to answer your questions.
