The eEurope 2005 Action Plan focuses on six high priorities areas in the
public sector where government action can make a significant difference :
modern online public services (e-government, e-learning, e-health), a
dynamic e-business environment, widespread availability of broadband access
at competitive prices and a secure information infrastructure. You will have
the opportunity to attend a range of presentations on the Commission stand,
each of them addressing one of these specific eEurope policy priorities
(stand 5159 in Hall 5).

eAccessibility workshop

Commissioner Liikanen has invited representatives from Industry and user
groups to discuss how more accessibility for people with disabilities in
Europe could be achieved. The chairman of the EDF (European Disability
Forum), Mr. Vardakastanis, will introduce "the users point of view".
Industry and Standardisation organisations will present possible ways
forward to improve accessibility in different areas.

Public investment in information technology generates real cost savings,
says Commission study (9/10/2003)
Public investment in pan-European information technology infrastructure for
governments leads to substantial quality-of-service and productivity gains
for enterprises and taxpayers, worth up to EUR1.8 for each euro invested,
says a new report by the European Commission's Interchange of Data between
Administrations (IDA) programme. Technological change has long been
considered an important driver of productivity growth and enhanced
competitiveness. This study, on IDA's Trans European Services for Telematics
between Administrations (TESTA) project, estimates annual costs at EUR4.8
million and annual benefits at EUR8.6 million.

Commission says a skilled and adaptable labour force is the key to future
employment and productivity growth (9/10/2003)
An adaptable skilled workforce, with access to training, career development,
job mobility, flexible work organisation, and with a sense of job security
is key to increasing productivity within Europe and encouraging job creation
and higher employment rates. So says the Commission's report Employment in
Europe 2003. Changes in the European labour market since the late 1990s
rising female and youth participation, increasing education levels and
greater range and use of flexible working methods have allowed it to be more
resilient in the face of economic slowdown than in the last recession in the
early 1990s. Active labour market policies, such an unemployment insurance
systems and investment in human capital can help compensate for increasing
employment instability and encourage further labour market flexibility

Electronic Communications: European Commission launches infringement
proceedings against eight Member States (9/10/2003)
After the entry into force of the new framework for electronic
communications, the Commission has taken decisive action to ensure
enforcement of the new framework by opening infringement proceedings against
Belgium, Germany, Greece, Spain, France, Luxembourg, the Netherlands and
Portugal for failure to notify transposition measures. Erkki Liikanen,
Commissioner for Enterprise and the Information society, said: "Following
liberalisation of the European telecommunications markets in 1998, which has
driven growth and innovation and the widespread availability of services to
the public, the Commission now regards it as a priority to encourage timely
transposition of the new framework for electronic communication. In addition
to providing the legal predictability and regulatory flexibility necessary
for continued investment in the sector, this will complement the eEurope
objective of achieving competitive local access for internet services over
broadband networks as cheaply as possible on a sustainable basis."

and the first exhibion will be on the Czech Republic.It will start on
September 22 and will be opened by Mr. Fabio Colasanti, Director General of
Information Society, and Mr.Pavel Telicka, Ambassador of the Mission of the
Czech Republic to the European Communities. The exhibition will be open to
the public from September 23 during 3 weeks. It will be held at the
Information Resource Center (IRC) of DG INFSO.
