This seems like an excellent project, the bureaucratic complexities
notwithstanding. Presumably charges will still be made for the service and
requester should be made aware of them. Perhaps this awareness will help to
standardise charges and services in the interest of the borrower (and
therefore also the Service).
Presumably Library Services will still control the availablity of any book
for inter-authority loan. Requesters should be made aware of this, and the
what & why, not just "decline to loan". Individual Library Services will
need to publish some kind of policy statement on interloans, particularly
in relation to non-print media.
