In The Church Visible, James Charles Noonan says " The pontifical hat is
officially called the galero...As the processions at councils were quite
lengthy, Innocent wanted his favorites to be recognizable and distinct;
consequently, the precedent was established, and all future cardinals
received "the red hat" at the hands of the pope...It is important to note
that priests, as well as prelates, are entitled to the galero.
..."Technically, it is not proper to refer to cardinals as wearing 'red'. In
actuality, the color scarlet, which is a distinct form of orange- red, is
reserved for members of the Sacred College.'
So far I haven't found any discrepancy between cardinals and
deacon-cardinals, etc. He just talks about 'cardinals' in general. But he
does mention how green, prior to the sixteenth century, was the color of
bishops, archbishops, and patriarchs. In the late 16th century the color was
changed to fuchsia, or purple.
