I have been "warned off" these certificates on the following points:
Validity
When was the date of "inspection"
What is their "shelf life"
What organisation has requested the check.
Basically it seems to me that there is at the moment no recognised way
that an organisation is happy to accept the word of, or a copy of a
check run by another organisation. I would echo Towse's point that the
system is fraught with gremlins.
In freelancers cases because of a assumption (amongst others) that
people would have one employer and stay at their post for sometime. I
have found that the public / users are asking for clarification of
whether our "staff" (freelancers) are checked, assuming that a system
that works in schools and other educational establishments would pose no
problem for us to use, and is by default becoming a publicly recognised
benchmark. I agree that such checks are necessary for all concerned, but
an adaptation of the existing system / process needs to be seriously
considered
