Pete,
Are we looking at the same prototype? :) Click on German and enter 'titel'
(spelling correct) in the 'find in all elements' form. This should bring
back the German translation for Title. Very little of the metadata has been
translated. Look at http://dublincore.org/2001/08/14/dces_de to see what
was loaded.
