That is ok then, I had understood that the proposal was that there was no
assumption of 'recommended'.
Your comment suggests to me we now think about scope of 'our vocabularies'
i.e. does this namespace include 'domain specific vocabs' such as those
qualifiers recommended by DC Education WG?
Also whether
http://purl.org/dc/qualifiers/
identifies 'a XML/RDF schema for DCMI qualifiers' or 'the semantic
definition of DCMI qualifiers in whatever syntax you care to use'
