I'd say no, because it does not define an RDF encoding. It simply uses a
syntax with a well-known conversion to RDF triples.
One comment on the document itself, however: It has the same about/rdf:about
problem as the M&S spec. I'd suggest that the spec standardize on rdf:about.
When it's closer to being published, I'll give it a more thorough
read-through.
