So much for the commercial: he is a friend, and cites me quite a lot, so
YES, I AM BIASED! But there's masses of good stuff there.
I think the best way to get the measure of this, in the medium term, is
through the CIPFA PLUS user surveys. That data covers information the
punters get for themselves as well as information provided by staff.
