Afternoon all,
Here in Cardiff we have traditionally considered children's membership to
run from conception (well almost), to 18. However, as part of The Blessed
Best Value Review Process we are now considering the implications of
lowering the age at which Adult Membership begins to 16 or even younger.
I realise that this is common in many other authorities but wondered if
anyone has any experience of problems, especially of a "legal age of
responsibility" nature associated with this.
We are especially concerned as we now employ a debt recovery firm and
already have to exercise care as to whom we address any correspondence etc.
to if the miscreant is registered as a child.
