Just in case nobody from Historic Scotland is in on this
discussion, can I say on their behalf that they have recently begun
to issue the full scheduled ancient monument dataset for Scotland
to anyone who needs it (subject to licensing agreement).
They release it as ESRI shapefiles (on CD-ROM), with basic
attribute information (name and number of scheduling, when
scheduled etc). There is no spatial metadata, but each polygon is
simply intended to be the best attempt at representing the area
that was depicted on the paper maps, digitized at 1:10,000. The
data is supplied with an ArcView legend file (.avl) (though I don't
know what is done for other packages).
There are some problems to be ironed out, but overall this is a
very welcome development. Hopefully in future up-to-date versions
will be instantly downloadable, and ultimately the data will be
streamed live.
Unfortunately we (and many other Scottish SMRs) had already
digitized all schedulings ourselves over the past decade, so this
came too late to save a considerable amount of work, but at least
it should slightly lighten the load in future.
On the other hand, it has imposed a cost as well, because we need
to redesign significant parts of our systems to incorporate this
new supply mechanism into our SMR database/GIS and ACT map
production systems.

resources are English Heritage putting into a web accessible, down-loadable, GIS
inter-operable database for SAM boundaries and descriptions ??
