Have you considered using Postscript ?
I have several reasonably large Fortran codes that produce 2d and 3d
graphical output in colour, using only the WRITE statement. The output
graphics can by sent directly to your printer or previewed using
Ghostscript.

ps. for the record, I also advocate writing HTML from Fortran - particularly
good if you are writing out tables of numbers and you want to highlight some
in red etc./
