Roland - if you think that this provides a useful basis for an encoding
scheme to be considered as a conformant/useful qualifer for DCMES,
then please provide a URL.
If it is better than my proposal (being an existing externally maintained
scheme gives it a head start on this) then I will gladly withdraw dcperiod.
DCPERIOD was just trying to fill in the hole in the ballot with a
formal proposed notation - admittedly limited in its scope, but
therefore simple, and probably enough to deal with 90% of real cases
- very much consistent with our goals of simplicity, interoperability, etc.
