I think it would be arbitrary to exclude Civil Aircraft from such an
undertaking. Surely it makes sense to have a category 'Operator'; this
would also help to classify military aircraft by service. What about
'Nationality of Operator'. Presumably American and Canadian military
aircraft have crashed in the UK, and certainly foreign airliners have e.g.
Lockerbee.
