This inquiry sounds outside the scope of the typical IRB's role. I would be curious to know how they framed the request and how you heard it (design issue, ethics issue, competence issue, ...). On the surface it sounds discriminatory but thre is no substitute for understanding context. I hope you will share more - it is a great situation to abstract as a training scenerio.
