In F95 10.5.1(4)
On output, the representation is right-justified in the field. If
the number of characters produced by the editing is smaller than the
field width, leading blanks are inserted in the field.

Way too late (IMO - but who can tell). In my opinion, the draft is
already seriously impacted by the continuing late changes which
(surprise - well maybe it surprises some people, but not me) almost
always seem to have repercussions that weren't thought of at first and
take several meetings to get into even a semblance of correctness.
I consider it a lack of discipline. There was supposed to be a year
of badly needed integration time, but some people seem to translate
"integration" into "adding my pet features". Well, I overstate
the point for emphasis, but still... </rant> :-(
