The following is a revised text of a call published for the first time
on February 10.
Following several questions addressed by members of the discussion
lists, we try hereafter to give more detailed indications about the
content of the July seminar under the theme of "Consequences of
Population Aging for Society".
Please note that this is the first IRISS-C/I call open to Researchers of
both, EU and Non-EU Countries.
Members of the discussion lists should feel free to forward information
to colleagues and potential candidates.

Consequences of Population Aging for Society :
Research Grants at CEPS/INSTEAD Luxembourg
- CEPS/INSTEAD together with its Large Scale Facility programme
IRISS-C/I (funded by the European Commission, TMR programme, DG XII) and
its international Database "Luxembourg Income Study - LIS" (Director :
Prof. Tim Smeeding), and
- the International Center for Longevity (ILC) in New York, a non-profit
institution devoted to the study of aging populations in a
cross-national context,
hereby announce their common Call for Research Proposals (Deadline: 15
March 1999) on the following theme :
Consequences of population aging for society
IRISS-C/I - LIS - ILC Institute
Grantees may participate in a week long seminar and Summer Institute the
week of 18-24 July on the
consequences of population aging for society, where selected outside
speakers would come to Luxembourg and address various topics that fall
under the heading of population aging and society.
The seminar would have the following goals:
- What do we know about comparisons of national experiences with respect
to the following types of aging population phenomena: economic status;
health status; time use; fiscal consequences; living arrangements;
organization of long term care; generational relations; values and
attitudes towards the elderly, etc.?
- What else do we need to know about these phenomena and others that are
suggested?
- What work is currently underway and at what stage, both for projects
which stress comparative analyses and for projects which stress database
development?
- How can we best build a flexible and appropriate database that makes
this critical information available on a regular basis and accessible to
a wider audience?
Topics to be investigated in the frame of the research proposals under
the present call would include the following :
- fiscal impacts of population aging for national and subnational
Governments
- longevity and healthy aging
- time use in older ages, including retirement, work, education and
volunteer activities
- early retirement
- retirement and economic well-being in old age
- acute and chronic health care needs of the frail elderly
- disability at older ages
- funded vs. unfunded social and private/occupational pension schemes
- living arrangements of the aged
- generational relations, generational equity and old age
Research grants will be mainly using the international comparative
databases developed by CEPS/INSTEAD - the Luxembourg Income Study
(LIS), the Luxembourg Employment Study (LES) and the Household Panel
Comparability Database (PACO). Additional national datasets from various
countries in the field of Population Aging will also be considered, if
available. CEPS/INSTEAD is currently negociating access to the European
Community Household Panel (ECHP) data which may be available as well, by
the time the grantees will be coming to the Centre.

Access Conditions :
IRISS can offer grants for ca. 10 researchers who are nationals of an
EU member state or an associated state (currently Iceland, Israel,
Liechtenstein, Norway) and conducting research in a research team
working inside the member states of the EU or associated states; the
Luxembourg Income Study and the International Center for Longevity will
raise funds for the participation of researchers from other countries
(cf. Application Information for Non-EU-Nationals)..
Only researchers/research teams doing non proprietary research (who are
entitled to publish the results of their work in the open literature)
may apply. Level of research: preferably doctoral candidates or beyond
(no limitation concerning applicant's age).
For Non-EU-applicants, research grants would cover a period of 1-3 weeks
with the period 18-24 July (the IRISS-C/I -LIS - ILC Summer Institute)
being one of these weeks.
For applicants from the EU or Associated States, research grants would
cover a period of 2 - 6 weeks after mid-July 1999, the participation in
the seminar being possible, but not necessary.
The idea is to bring researchers from many different countries together
at CEPS/INSTEAD, in the immediate environment of a group of senior
experts in this field - to discuss existing data infrastructures
(national, local, regional and international) and needs for the future
and to work together in analysing the available data.
The deadline for the submission of proposals is March 15, 1999.
Proposals will be evaluated by at least four independent experts of at
least two different countries.
Candidates will be informed about the outcome of the evaluation before
30 April 1999.
